HB 466
Money shuffle for teacher pay raises. Basically a repackaged version of part of Amendment 2, which failed.

HB 649
Breaks off Central from BREC. I expect Zachary to follow suit.

SB 234
Creates Saint George Community School Board and school system. Will need to pass state vote and EBR vote. I have doubts that the rest of EBR will muster enough votes to pass the act.

HB517 and 398
Higher taxes on vapes and tobacco

HB 673
Eliminates state financial compensation for wrongfully convicted.

SB 134
Makes it harder to sue nursing homes for neglect.

HB 581
Bans mass balloon releases

Well, at the surface, that sounds shitty. Who in the legislature filed it and how many homes do they own?

There's no difference between these silly balloon releases and tossing an empty fast food bag out of your car window; they're both littering. However, you analysis is correct, but don't forget it ain't just LP folks doing these balloon releases.

Why would EBR get to vote on a St. George school board?

State law. A constitutional amendment has to be passed both at the state level and within the political boundaries effected, meaning EBR Parish (including Zachary, Central, Baker, etc.).

Eh. You have Central and Zachary as part of EBR so those votes should help.

This was on WBRZ today. Apparently releasing balloons is the best way to grieve for a subset of the community. I'm guessing it's right up there with ghost bikes and setting up a shrine on the side of the road on land you don't own.

quote:

Cathy Toliver lost her 3-year-old grandson Devin Page Jr. to gun violence three years ago. She's held balloon releases in his memory but also encourages others to participate.

"Because we know they're no longer here in the natural, but when we release those balloons, it's like we're sending them up to Heaven and reaching our loved ones. Why would someone want to make a bill to stop that?" Toliver said. “So if you're going to say because of the environment, we're living in Hell. We're living in all types of things that are wrong in this universe.”

She said this bill would rip away part of people's grieving process.

"If you pass this bill and say no more balloon releases you are becoming a dictator and that is wrong. You do not dictate to people how they can grieve," Toliver said.

“The fact is, unlike trial lawyers, I actually try to pass bills that cost me business,” Seabaugh said when asked to comment on his involvement in one of the lawsuits.

“If the bill passes, people in the future don’t hire me,” he said. “I’m perfectly happy to pass bills that cost me business.”

They also wouldn't have to hire you if these homes also gave their residents proper care. But I am sure this way will be much better for their bottom line.

I'll attach a link from UWK and quote the bills in more detail:

LINK

quote:

House Bill 466 is a repackaged version of a bill from the November special tax session. It would require school systems to give teacher raises using savings from a second related piece of legislation. That related bill would eliminate three public trust funds to pay off debts owed by the state’s teachers’ retirement system, in which individual districts currently pay an allotted interest rate.

With the potential savings districts would make if that bill is passed, they would be required to give teachers a $2,000 raise and support staff a $1,000 raise.

The House Education Committee unanimously voted on April 22 to approve the bill. If both those bills pass, Louisiana voters would head to the polls for final approval.

That comes after voters rejected several wide-ranging constitutional changes, which were wrapped up in Amendment 2 and would have resulted in teachers and support staff getting the same raise.

quote:

House Bill 649 proposes to remove parks, conservation areas, facilities, and recreational responsibilities within the city of Central from BREC’s parish-wide park system and establish a separate, state-created recreation and park district under the governance of Central.

That bill is scheduled to go to the House Committee on Municipal, Parochial and Cultural Affairs on June 30th.

quote:

Senate Bill 234 by Senator Rick Edmonds would create a St. George Community School Board and school system within East Baton Rouge Parish. The bill would create physical boundaries for the school system, dividing the system into seven districts. Each district would elect one member for the school board.

District 6 State Senator Edmonds and St. George Mayor Dustin Yates highlighted the “promises kept” from 2013 in a recent news conference in regards to the creation of a school district. The constitutional amendment, if it passes through the Legislature, will then be put to a state-wide vote. That vote would come in November this year.

The bill is pending floor action in the Senate and is scheduled for committee report on April 28.

quote:

House Bill 517 successfully passed the committee vote and is now headed to the House floor for debate and final voting. The bill would replace the state’s current tax on vaping products — 0.15 cents per milliliter of nicotine liquid — with a 33% tax on the invoice price of products in a retailer or wholesaler’s inventory.

Businesses that sell those products would be required to submit an inventory of their stock by Feb. 1, 2026.

That bill was proposed by Rep. Ken Brass, D-Ascension, who also submitted a second bill dealing with taxation on nicotine products.

quote:

Brass also introduced House Bill 398 which would raise the excise tax on smokeless tobacco from 20% to 33% of the invoice price and would then take 20% of those proceeds to fund a newly created Youth Cessation and Prevention fund. That money would also be used for cancer research centers and to help pay for the Department of Health’s anti-tobacco programs.

quote:

The controversial House Bill 673 would eliminate the state statute allowing for financial compensation of wrongfully convicted and later exonerated individuals.

The House Criminal Justice Committee advanced the bill on April 23rd, and it now heads to the full House for consideration.

Under the current law, the state allows for up to $40,000 per year for every year of wrongful incarceration.

quote:

Senate Bill 134 would make it more difficult to sue nursing home management companies and would limit the amount of money nursing home residents and their families receive from lawsuits over injury, neglect, or wrongful deaths.

The bill was proposed by Sen. Thomas Pressly and Alan Seabugh, who are both Shreveport-based Republicans.

While Seabugh is a sponsor of the bill, he is also an attorney who has defended a Bossier Parish nursing home company in a lawsuit filed by a California-based law firm, according to a story published by the Louisiana Illuminator.

quote:

House Bill 581 proposes banning intentional balloon releases, such as those coordinated for memorials, punishable by a fine for first and subsequent offenses.

The law would apply to balloons filled with “lighter than air” gases, except for weather or scientific balloons, hot air balloons, and those released indoors.

Funds collected through fines will be put into a litter abatement account. The Humane Society of Louisiana is a vocal proponent of this bill and has shared information in regards to it. John “Big John” Illg, Jr. is the primary author of the bill. HB581 passed committee on April 16 and is scheduled for debate in the House on April 28.

The Senate Health and Welfare Committee voted 6-3 on April 23rd in favor of Senate Bill 2, sponsored by Sen. Mike Fesi of Houma. If passed, the bill would ban fluoride in public water systems. Six Republicans supported the bill while three democrats opposed it.

Fluoride was first put in water systems dating back to the 1940s as a way to combat tooth decay. The U.S Centers for Disease Control has deemed that fluoride used within its optimal limits is both safe and effective

school district likely will pass but all have to vote because schools are funded based on per pupil funding and it impacts other districts when calculating funding you now have to spread out for a new district

same thing with Zachary, Central and Baker

Feels like a lawyer bill. Eliminate automatic compensation so they can just file lawsuits.

Isn't there a bill eliminating state income tax on NIL recipients?

There better not be. I am pissed enough they ruined college athletics and turned it into NFL Lite. Taking away taxes on these pro athletes is one step too far IMO. If they want to be Big Boys, they can pay taxes like the rest of us.

That McDonald's bag is 99.99% biodegradable. Mylar balloons are basically the exact opposite. That doesn't make the fatty any less detestable.
