How does your internal temp get below freezing? I got power back last night after 3 days of -2° - 10° weather and had a much larger space than the typical apartment. We never got close to anything inside actually freezing despite what my 14 year old claimed about this fingers.

I don't know much about that area but, is snow normal for that area of the world?
No, it's not.
HOWEVER, the power outages are not caused by snow. The accumulation of ice on trees and power lines caused the power outages. A few inches of Snow and Sleet do not accumulate with enough weight to cause trees and power lines to collapse. When the precipitation is Freezing Rain, THEN, you have problems when ice accumulates to 3/4ths of an inch or more on tree branches and power lines.
The Freezing Rain caused this natural disaster, not Snow, not Sleet. For some reason, this part of the world is more susceptible to getting Freezing Rain, rather than Snow.
Up North where they often have some very nice Snow Days, they get less Freezing Rain. And, because the North folks don't understand that our problem is Freezing Rain, they erroneously conclude that the South can't handle a few inches of Snow. Well, that's not true. NOBODY anywhere can handle Freezing Rain accompanied by a large accumulation of ice on power lines and trees.
As always, most people analyze and reach a confirmed conclusive opinion based on incomplete and/or erroneous "facts", and, once they have reached their conclusion, only one out of 100 would ever admit they were wrong and change their conclusion - that's just how people are.

I have to think that Baton Rouge is in the clear assuming we don't get any more rain. Everything looked melted and clear of the roads on the way to work today. It's amazing the difference 4 degrees makes when it comes to ice.
Now all I need in my neighborhood is electricity.

That’s insane. I still wonder how indoor temps got low enough to freeze. I know several people who burst pipes this week and none had the water freeze inside.

Perhaps your apartment is better insulated or for some reason a window or door was left opened to the apartment with the leak. I think the ceiling fan photo making the rounds is interior hallway to an apartment building that would not be as well insulated.

I live in a house. However, locals in apartments without power were reporting inside temps in the mid to high 40s online. No one was reporting temps below freezing inside.
