Region 1 and 3 curves look like what would happen if no social distancing - high peak but steep fall. That's what Sweden's curve is going to look like.
There is probably a good amount of immunity in those regions.

ICE detention centers.

Region 2 has the majority of state prisons.

We should be able to nominate 2 people from each region and let them battle it out. Winning region gets relaxed restrictions. It could keep morale up.

They are testing everyone who is in a Jail, Prison, or federal detention center this week.
