The model isn't busted. It's illegal to steal. However, certain cities have deemed it OK to steal things under a certain value or simply not prosecute those that do steal. This business model works perfectly well for us, but our city enforces the law.

I was in the Lafayette Target yesterday and saw a dindu straight up walk thru the self checkout area without paying.

The last time I went to the Walgreens at Perkins and College, I had to call someone over to unlock the body wash.
I asked the dude if it was annoying to have to bring a key over for every customer. He said yes but that if he didn’t he would have nothing to sell me.

I'll put it this way: to me, NYC feels far more similar to different than most of the cities most OTers live in/near. For better or worse.
