I think you guys are misreading this. It’s a cafeteria, which means relatively set costs for staffing, utilities, etc. I don’t believe he was saying that the meals were worth $400. I believe he was saying that, because of how few people were eating in the cafeteria on a daily basis, the cost to run the cafeteria, obviously also including the cost of the food, was coming out to roughly $400 per meal served.
A waste of money? Sure. But I think people are off base reading extravagance into this.

Thirteen Thousand a year doesn't seem like a lot.
For real though, $13MM on total food service is accounting for more than just lunch. Probably significant savings to be made though.

Ah, this adds up. I was wondering when the hell does a workplace cafeteria lunch cost 400 bucks but this makes sense and is likely correct

Looks to me like Tracy Hawkins had zero clue on how to run that program she was in charge of and adjust the number of meals being prepared relative to the number of workers actually coming into work. Instead of people being outraged Elon took it away they should be questioning Tracy why she hates the world so much she threw away enough food to feed a 1000 people every day.
With her qualifications however she will probably get a job in federal government or a position running school meals where a similar amount of waste is seen on a daily basis.
