A Baton Rouge lawmaker has filed legislation that, if approved, would permit all voters in East Baton Rouge Parish to weigh in on the city of St. George incorporation, rather than just those who reside in the designated unincorporated area, as current law allows.

State Sen. Yvonne Colomb, D-Baton Rouge, is sponsoring Senate Bill 63, which provides an exception for parishes with a population of more than 440,000, allowing a parishwide vote in a special election to determine whether an unincorporated area in the parish shall become its own municipality.

The bill would seem to apply only to East Baton Rouge, as it is Louisiana’s only parish with more than 440,000 residents, and, of course, is where the St. George incorporation effort is playing out. Colomb could not be reached for comment by this morning’s deadline.

Critics of the St. George effort have long called for a parishwide vote on the incorporation. Better Together Executive Director M. E. Cormier says she did not play a role in drafting the legislation, but her group supports it.

“We support everyone’s right to vote and the expansion of voters’ rights on issues that directly affect them,” Cormier says. “The proposed breakaway city of St. George would have a parishwide effect and deserves a parishwide vote.”

St. George organizers, on the other hand, are not surprised by the law-changing move ahead of the incorporation election. Since reviving the St. George incorporation petition drive in 2018—which secured the necessary signatures and was certified by the parish registrar in late February—organizers say they’ve anticipated pushback from opponents.

“Opponents of democracy will always try to change the rules during the game if they’re losing,” says St. George organizer Lionel Rainey. “It’s completely predictable and why we will win.”

The election for the St. George incorporation is expected to be held this fall, though the governor has not officially called it yet.

Similar efforts to allow a parishwide vote on the incorporation have been proposed in the past, Rainey says, and have failed.

“We’re optimistic the Legislature won’t pass it,” he says, “but we’ll be watching it closely.”

Seems like this is a law being tailored to go after one instance.

Do courts usually frown upon that?

Kind of agree that measures with significant impact to an entire parish should be voted on by the entire parish

Wouldn't this law come into effect AFTER the scheduled STG vote? I thought new state laws go into effect in January of the following calendar year.

This should piss off everybody, not just St. George supporters (this will only help it pass by a larger margin). The Democrats are mad - similar to what we're seeing nationally - so now they want to change the rules so people can't decide their own future. That's some Grade A bullshite and she deserves every ounce of ridicule she receives.

Yes, yes they do.

This law isn't going to pass. She's just posturing for some cheap D votes among her constituents.

This won’t pass but the joke is on them. There are enough people like me that don’t live in St. George but still support the right to incorporation.

Same. I want to see St. G pass even if I won't benefit from it.

Honestly, at this point, I just want to see it pass as a huge frick you to Broome and Gravy and Better Together/TogetherBR.

St. George is not proposing to "breakaway" from East Baton Rouge Parish.

Furthermore, SG is not proposing to "breakaway" from the city of Baton Rouge.....BECAUSE THE AREA IS NOT WITHIN THE BR CITY LIMITS. It is simply the people of the area deciding whether or not they want to become their own incorporated city.

Why should someone from Zachary, or Central, or BR have a voice in something that doesn't directly involve them?

The left is nothing filthy leeches and this proves it. Parasites on the people they hate with a passion, but continue time after time to do nothing but take everything they can from them until there is nothing left to give.

Disgusting!!!

Bologna.

What EBR parish does has a significant impact on surrounding parishes, but they don't get to vote in those elections.

They're doing a really good job of galvanizing support for this thing. I'm in St. George and have been on the fence about it for a while, but every time I see antics like this coming out of NBR it makes me a little more supportive.

Btw, Colomb's district includes some of SG. She's crapping on some of her constituents in favor of her people.

I can't see this passing, and I can't see how it's constitutional.

Yeah that's some bullshite. Given the make-up of the house and senate I don't see this getting anywhere short of straight up malfeasance, but this will be a very interesting period. I know a lot of people in the St. George area cast a vote for JBE in 2016. Seeing as he really wants to win again I think the smart political move is to let the vote happen and not get involved.

Also, let's do a history of events

"We want our own school district."
"Well you need to be a city. Oh, you didn't get enough signatures, no vote for you."
"We got all the signatures now. We want to vote."
"Hold on their skippy. The whole parish needs to vote on this one."

Tell you the truth. With all this shite being thrown from EBR, once the City is created, the area should put to create a new parrish, SBR. Get out from underneath all the parrish wide taxes that only go to inner city BR.
