Reminds me of this NextDoor post in my neighborhood by a clearly bored old white woman regarding leaf blowers:

In my neighborhood there are a LOT of trees, so naturally tons of leaves. We rake ours up and bag them and put the, out for pick up pretty much weekly. My neighbors though just blow all theirs to the curb into big piles and wait for the truck that comes around sometime in January to vacuum them up. Meanwhile every small breeze blows all their leaves into my yard and driveway. Drives my wife completely insane.
The neighbor across the street on Saturday blew his leaves out into the middle of the road where they were just waiting to blow into our yard. So while he was still out there, my wife marched outside, grabbed the blower and blew them all back towards his yard. LOL. She really hates leaves.

I dont think "HOA rules" supercede laws. Let them impose a fine on me. I'll be glad to let the courts decide and then they can pay the costs.

I think the HOA in the OP is batshit crazy, but this would have really frosted my cookies and I prob would have done the same thing. All that guy is doing is clogging the storm drains

Clearly spouted in ignorance by someone who has never done a lick of yard work. She clearly doesn't understand how much of a pain it is if you have lots of leaves falling and you leave them sitting there for 6 months.

I'm hoping this is the case. I used to live in the country, and never even considered having to do that. Recently moved into a house with mature trees all around (non-HOA neighborhood), and have genuinely wondered what the etiquette around this is.
I just pick up branches and mulch the leaves with my mower.

There is a huge pine tree right by my fence and my neighbors , but it is technically in their yard. It dumps pine cones all over my yard. That being said, it doesn't bother me at all to pick them up before mowing. It's not like my neighbors planted the tree. It is probably over 30 years old.
Moral of the story, don't be petty and just rake your own yard. It's not that big of a deal.

The leaves from my neighbors don't bother me. I just mow over them. It's when my neighbor's Mexican blows all the shite off their roof into my yard that I get pissed.

My own personal ruling on this issue would be that no, you aren't responsible for every single leaf that goes into your neighbor's yard.
However, if your trees drop an excessive amount of leaves in someone else's yard, I tend to think you should be somewhat responsible for that.
It's hard to define what is "excessive", other than the classic "you know it when you see it".

My house is the one house on the street that is surrounded by 15 mature oaks and three huge crepe myrtles. My neighbors are welcome for the free fertilizer for their yards.
Actually, my back yard fence catches most of the leaves and I usually just chop them up after most of them have fallen. I'm not out there catching leaves in a basket as they fall from the sky.
