1) Have a DL
2) Have access to a car
3) Have access to a car that can actually make a 100 mile or more drive without falling apart
4) Can afford the gas for such a drive
5) Can afford to get a hotel room for several days
I'd say half the city falls in that category.

One of the funniest post Katrina stories. NOPD lost hundreds of squad cars to flood waters. They told some officers it was OK to go to a dealership, find the keys and take some cars. Totally reasonable as there was a plan to account for and pay the dealership later. Those officers went straight to the Cadillac dealership and took every single $80,000+ Escalade along with a bunch of expensive sedans. This wasn't rumor, I witnessed it.
TheCommand Staff was pissed. They had imagined the officers would go get Chevy trucks or something reasonable. I think FEMA ended up covering the bill for that fiasco.

We left St Bernard at 3 am on Saturday (I didn't trust the levees). Tons of cars broke down on the side of the road, people standing outside them freaking out, etc. Every single time causing a slow-down in traffic.

I drove through Kenner and Laplace for the first time yesterday. Really eye opening as to how much a 10-15 mile nudge of this thing eastward could have made a pretty huge difference for the main part of the city.
I also recognize how a "mandatory" evacuation call can so often be a damned if you do, damned if you don't type deal. But, it still seems clear how lucky the city likely got with this one.

New Orleans is a welfare city with a bunch of trial lawyers, an increasingly insignificant number of bankers, some insurance presence, hospitality employers and government workers. It's value to the state and the country as a City is really very little. The Port is an entity of it's own and would function if the city became a ghost town.
The people there are electing the kind of government they want. They don't seem to mind if the sewers work or the trash is picked up nor do they care that the political class has ridiculous perks like taxpayer funded cars and drivers. The feds bail out this mismanaged cities every day.
I tell my white friends that live there to quit bitching about it or move. I think they are all coming to the realization that no politician in the city cares if white people live there or not.
Fewer and fewer people have any empathy for New Orleans. (It wouldn't do for the Saints to ask the state for more money right now.)
Quit bitching about LaToya if you live there---the people you have elected to live amongst like her.
