I know the man is an actor and took a few liberies with his delivery (specifically using the same Russian teacup every day for most of his life), but I felt his speech overall came across as genuine and quite effectively heart-wrenching.

There are just so few physically intimidating, definitively masculine, celebrities who are experienced in governing, have a dad who quite plausibly was a real Nazi, while plausibly having a Russian childhood hero.
Seriously, even if some of it is embellished, Arnold has the exact set of traits and experiences to maybe mean something to to the young men fighting in this war who consider themselves Alphas.
The icing on the cake is Putin choosing this war to “denazify” Ukraine which pulls in Arnold’s dad. If Putin pulled the “Ukraine has WMD” approach, Arnold would be left without an angle.
