Making sure Moscow knows a couple of days ahead of time that it will get hit with something new is part of the Biden WH 'escalation management' approach. This has happened repeatedly during this war.

I know personally I would be ok with a higher initial investment at least intended to be a long term solution instead of just continuously sending taxpayer funded implements to Ukraine to get blown up and then sending more to replace them.

Giving Ukraine stuff from storage would have helped Ukraine if the Biden administration had given it to them when they requested it and without restrictions. Instead the Biden administration screwed the pooch by delivering the aid Ukraine requested. Also the west really screwed Ukraine by constantly talking about an upcoming Ukrainian counteroffensive to retake Crimea in 2023. Western leaders, journalists, internet posters, etc gave Russia a heads up on where Ukraine was planning to attack. If everyone had kept their mouths and fingers shut the Ukrainian counteroffensive in 2023 might have worked.
