Whatever President Trump says about the decision to allow Ukraine to strike into Russia, I know that he's secretly happy about it. It greatly strengthens his negotiating hand against Putin. If Trump has any chance of actually bringing both sides to a peace deal, he needs all the leverage he can get with Putin, because right now, Ukraine is indicating much more willingness to negotiate than Russia is.
EDIT: And if the report about last week's phone call was correct, Trump specifically warned Putin not to escalate, and yesterday, Putin unleased the largest wave of missile attacks in months, with the specific objective of destroying the Ukrainian energy system, so that ordinary Ukrainian civilians will suffer this winter.

If Biden was going to do this he should have done it in the spring of last year. The timing on this seems very suspect with a new administration coming in.

I wouldn't be surprised if Biden and Trump actually talked about this at the White House a couple of days ago.
Biden is doing this now, specifically because Putin is unlikely to respond with any escalation against the US immediately before Trump takes office. Trump just warned Putin last week not to escalate, and then Putin unleashed the large missile attack on Ukraine in months. This strengthens Trump's hand in persuading Putin to come to the negotiating table -- again, I bet that they talked about it.
