Well. Yeah.
For example, the U.S. Air Force has roughly twice as many pilots as they do planes, in varying stages of training and readiness. If a pilot dies, retires, gets sick, etc., you have to have a replacement ready to strap into his plane and go. Otherwise, that plane sits on the ground for years while you train a new pilot to fly it. There is always a conveyor belt of pilots in line just to handle the normal peacetime attrition as front-line pilots age.
The guys who were next in line to take over will be more than capable of strapping in and fighting with a minimum of further training.

90% of production is in Ukraine and Russia (Odessa and Moscow, mostly) according to wikipedia, but I don't think that means it can't be found all over the earth.
