Like Obtuse is getting at, oil is a fungible commodity.
Oil is a global (mostly) efficient market. The feds releasing SPR barrels is what matter, not who they are releasing it to.
The feds could ban all export of earmarked SPR barrels and it would literally make no difference.

With changes in pipeline infrastructure is has little market appeal except immediate geographical areas along the coast from Sweeney, TX to New Orleans, LA. Granted that is quite a large chunk of refining capacity but much of this capacity is not configured to use this oil. It's too light for their product slate

Name the refineries configured to refine this light crude oil and within pipeline infrastructure to take it?
