They have to be voted in by the other NATO members. NATO has a long standing policy of not admitting new members while they are currently involved in any sort of border disputes or conflicts.

Thanks. Just turning this all over in my mind and it's not adding up. I get why Putin has the mindset he does re: regain some of the old USSR territory but can't make sense of why NATO hasn't taken Ukraine in years ago.
