Edit: The fantasy sports bill passed last year to establish a parish specific election. Since many parishes voted to allow it, a bill establishing the tax and regulatory framework needs to pass this session. Even though it's clear the citizens voted for fantasy sports, many legislators are still voting against this current bill to try and kill fantasy sports coming to LA.

You need to pass both legalization and tax bills through the House and Senate to pass.
And guess what? TAX bills can only be passed in regular session in odd numbered years.
So, that means, we can't pass the TAX bill portion in regular session until 2021.
We would have to have a special session if we want to fix this in 2020.

So lobbyist and special interest have more power than the voters?
At least in the federal government, they wait until after the people vote and work with whatever the result of that may be.

No. You cannot keep submitting an issue over and over until you get the vote you want unless you're on the Baton Rouge Metro Council (screw you, Barbara Freiberg).
It's dead for two years, likely. Taxation bills in Louisiana can only originate in special sessions or regular sessions in odd numbered years.

Once its submitted in its original form, others have the option to load it with amendments as it passes through. It had no issues until the 2,800 locations were added and passed

I guess technically they could pass the legalization next year but that wouldn't set up anything until the taxes are passed.

LA has a bill filing deadline, which has passed.
LA also has a "single-issue" rule which greatly limits the other current bills that could be amended to add this language.
