what do you want Carmack to do?
leave a suspect completely unattended while he goes to try and find his dog who may be in danger at the hands of the other suspect?
Carmack was the only deputy on the scene at that moment and a K9-unit vehicle is not equipped to hold suspects like a regular police unit is
it was either stay there with the 1st perp and potentially let his K9 partner get hurt/killed while waiting for another deputy to arrive on scene
OR
drag the suspect you already have in custody with him to find and assist his K9 partner
I'd like to think I'd do choice #2 as well
