The DOJ finding failure in anything is comical considering their recent failures to perform anything resembling "justice".

If only LEO were held to the same standards as their active duty counterparts, we would be seeing prosecutions for dereliction of duty, and cowardice, followed by dishonorable discharges and jail time.
Instead we will be seeing a lot of these clowns show up in neighboring municipalities with a raise and a new uniform with no consequences whatever.

Wasn't there a high court ruling not that long ago that LEO do not have an obligation to do anything if it involves risking their own safety?

While I understand the kneejerk reaction investigations/after action reviews like this are the very reason "everyone" knew what they did was wrong. This is just the sort of review that has produced guidelines and procedures that have help save numerous kids in these types of situations. This information becomes available to small town police forces who otherwise might be still working under pre-Columbine assumptions.

Shouldn't that ship have sailed following Virginia Tech? "Do whatever it takes to get to the bad guy and save lives" seems to be the doctrine since that event.

To be fair, no one knows how much Uvalde and the absolute shite they took publically played a role in that.
Not in the bravery and competence of execution departments, but it certainly could kill doubts and second guesses on the “go” order.

Yup, but that's only based on existing law. You could imagine the political pressure to keep it that way rather than doing the right thing and changing it.

This is a great thing to spend tax payer money on. With the amount of shootings going on if you have a complete failure in response you need to investigate and figure out what went wrong.
The option of “oh well I hope we do better next time” is unacceptable

Contrast that with the Memphis PD response. That body cam footage they released was incredible. Those baws showed up, grabbed rifles, stacked up and immediately went in clearing rooms. Once they discovered where that crazy MF was, they went right in and those cops ended it. Heroes. The whole video was around 5 mins.
