I would move on with the other offer and interview and when this guy gets around to actually making the offer, if he does, I would politely decline.

Continue pursuing the other opportunities. Email the Boston guy and ask if there is anything he needs from you to finish the deal AND gently remind him that you have to give your current employer 2 weeks notice because you don't leave people on bad terms.
He can do the math and see he has made your availability for the 28th, impossible.
Be prepared to walk into a chaotic workplace where no one knows who has the ball on any project or plan.

Serious question: if you have a definitive job offer in hand, why are you worried about "proper notice" to your current employer? Once you get the offer on paper, you are secure to go, right? So, at this point, if you get it in writing before the 28th, you should go and take care of your new business. Otherwise, don't tell your current employer anything, and you will still be employed if the new deal falls through.

It shows that he really doesn't care about what you want or need. You need an offer in writing that states how much you'll make.
It's possible that he is stalling so you will give your two week notice. When his actual offer comes in lower he might think he will have you anyway because you already told your current employer you're leaving.
I'd tell him "I need an offer in writing before I give my two week notice and I will give my current employer two weeks".
He will understand or you don't want to work for him, he's not going to get better.

if you want the job hold the frick on. HR departments suck donkey dick and a lot of times theres a lot of shite that cant be controlled by the hiring manager because of the hr processes and approvals needed to submit an offer

I've never had a job offer come by the time I was told I would get one. Ever.
Hiring is a very slow process for companies. They have so many things they need to check, because if you frick up and they didn't dot all their I's and cross all their T's, they can be looking at a lawsuit for not taking care of business.
