I’m sure you meant Spring of 2021 (otherwise you’re being purposely obtuse,) but masks have been mandated since Summer of 2020. The worst spikes of Covid with the most death happened after masks had been mandated for 6 months and most mandates were lifted with no spike for 3 months.
The logic behind the masks making a difference only works if you think that it took 6 months for masks to actually work and the virus laid dormant for 2.5 months before making a return after most people stopped masking.

He said his reasons in the press conference. And it's quite simply because they (JBE and LDH) believe masks reduce spread and transmission rates. Unfortunately, I don't think there is anything out there that will convince them otherwise.
He also implied that masks will remain in place/extended until the vaccine is available to all ages.
