That's it in a nutshell. Once those in charge got a taste of the power that shutdowns gave them, they were not about to give that up.

The only way to stop this is an open revolt. Unfortunately I just don’t think local business owners have the stomach for it. It would have to be in numbers so large that it rendered the government powerless.
