Shouldn't she be liable for any child abused after she knew what he was doing and didn't report it?
If my child was sexually abused by him and I found she had 3 years of information before my kid was abused, I'd make her short life a very miserable one.

my guess is that she told authorities at beginning, and they asked her to keep recording until LEOs had enough evidence to arrest him
