Everybody knew they were dumping the whole time. They were basically flooding the site and the run off was going straight into the ocean.
There have been articles peppering the internet for years about how there was a massive blob of radioactive water about to hit California.
From what is said up stream, it appears this is processed water. They can't say 100% of the contamination is out of it, but it's not raw reactor water.

It's pretty easy to pull a sample and run full analysis. Put it in a bucket and run it through a gamma spec.
Heck it's probably safer than run off from Mosaics gypsum mountain.
