There is no "narrative" for me because I'm a realist. Not a fan of "DEI" but is it really "DEI" when you can't get anyone else to so the job? You're not keeping anyone out with DEI if nobody else wants it.

Unpack that for me. If the driver also built (or otherwise acquired) the IEDs, then his possession of a remote device doesn't confirm "coordination". Just confirms he intended to detonate one or more remotely (or wanted the option).
If those devices turn out to be beyond his assumed capability, then that suggests coordination (or that he at least found a vendor).
I mean, the cartels use explosive devices, although more sparingly than terror groups. He might have bought the stuff from them.
Maybe the cartels are okay with it now that they're going to have to deal with Trump and Hohman for 4 years?
