Why would you say that? It would seem easy to confirm or disprove if a reporter went to the airline and asked if Woods had discussed the issue with their personnel after the flight.

What exactly was their to "dry run"? Did they see if they could get the box cutters on board with them? Why risk having to get away with this twice instead of just on the actual date. If anyone got caught on the "dry run" it could have lead to investigation that unraveled the whole thing. I just don't see why they would risk a dry run and not just go all in on the planned day.

Maybe to:
figure out a time frame of when to begin on the flight.
learn the habits/process of a flight crew on that flight.
figure out what seats might be best in which to stage themselves to best control the plane.
and, yes, potentially to see if they could carry the boxcutters on with no issue.
Practice is important for just about anything one tries to do.

I'm sure they had several other people ready to carry out the act with a few different plans in place.
If they got caught in he dry run they would just do it right after with some other people that knew what was going on.

Unless these guys were already on a watch list, not sure what authorities could have done about the info from Woods.
They were acting strange by doing nothing? They didn't eat? Didn't talk to the flight attendant? I agree that's a little odd, but I'd bet they'd need more to go on to be watching out for these guys. Not sure how it was back then, but I'd imagine you'd get hit with a discrimiation suit quickly if you focus on these guys simply because they're middle eastern and acted weird.
