This isn't direct Bitcoin on the blockchain, which requires internet. It's Cashu ecash: digital tokens backed by Bitcoin, stored on your device like cash. They transfer instantly via Bluetooth phone-to-phone, offline for the sender. No pending order—the receiver gets the actual token, redeemable online later with the mint for Bitcoin.

The app is called Bitchat, launched by Jack Dorsey. It enables offline messaging and Bitcoin transfers via Bluetooth Low Energy (BLE) mesh networks. Users pre-sign transactions in a wallet, then relay them peer-to-peer across devices (up to 7 hops). Transactions finalize on the blockchain only when a connected device broadcasts them. Available on iOS TestFlight and Android via GitHub.

Am I supposed to know what any of this means?

It means you can hire a hitman in Bitcoin and it is now even more untraceable.

What could possibly go wrong or be exploited here?

So a centralized bitcoin backed digital currency, where Cashu is acting as the central bank.

Once a new transaction is verified and included in a new block, it will count as one confirmation. After an average of 10 minutes, another block will be created with that transaction, which will count two confirmation. Some services only require one confirmation, while some exchanges required 3 or more BTC confirmations.
It hasn't been useful for real time transactions for over a decade.

very doubtful
bitcoin is 100% traceable. Its more traceable than standard bank transaction due to the block chain. sure there are some illegal ways around it but not many and you better be smart AF
i would imagine this new one would have its own block chain or it will never take off as it will never be trusted
cash is still prefreed method of payment by criminals.
