I’m fine with a CC surcharge as long as it’s a flat rate and not this 3% bs. It should cost the same to run a transaction regardless of the subtotal.
It appears right below the taxes on the receipt. If you pay cash, you are exempt of the surcharge.
Why not do this?

It's OK. The merchant (or their employee) will get paid.

Build the operating costs into your pricing, let customers see the cost up front, empowering them to make their own business decision NOT at the point of sale.
That practice sucks for the consumer where we are talking about add on fees and surcharges from short term rentals, car rentals, ticket purchases, airline tickets, new cars, used cars, boats, etc etc etc
This is no fricking different.
This is an operating expense, nothing more, nothing less.

Credit card usage by customers has taken an exponential increase. CC companies started charging fees just to hold and tokenize the card info on top of the fee to run the card.
These companies change rates and increase fees without notice to the businesses all the time. 3% may sound small, but now has a much larger impact than it used to. Small business often run at 15-20% profitability with a lot running less than that. 3% is a lot more money than you think it is to that business.

Exactly.
It's a bait and switch, enacted at the point of sale in large part to misdirect the customer as to the true pricing in hopes they emotionally commit to the purchase before shopping elsewhere.
Its been done by car dealerships for decades. Adopted by airlines, ticket relsalers, short term rentals.

Where else do so many people support surcharges rather than up front pricing? It's one of most common consumer complaint in today's economy.

This is spoken like someone who doesn't own a small business. This is done damn nearly daily/weekly. Small business run on absolute razor thin margins.
I don't charge cc fees on transaction but i certainly understand why people do it. Simply stating "build it into your prices, its easy" is just flat out not true. Yeah it can be done but it comes with it's own tradeoffs, namely demand.

You're confusing simple and easy.
Being competitive in any sort of retail is not easy but transparent pricing models is not complicated.
In many industries, in many places, the market is oversaturated.
One of the 4 dozen womens clothing boutiques in a city of 30K people doesnt need to charge a credit card surcharge to be competitive, they need to find a better market.
If you're a small restaurant, in a city of 30k people and you're closed on Sundays and not turning a profit, it's not because of credit card bank charges.
Being competitive in any sort of retail is not easy but transparent pricing models is not complicated.

You also punish customers who purposely don't use credit cards to avoid fees. There's literally nothing simply or easy about the situation. Both ways come with pluses, minuses, unhappy customers, small business that potentially can't meet ends. It's a huge balancing act, and it's a complex situation. There's really no other way to put it.

Sure there is. Walk into most central city corner stores, introduce yourself to the owner and revisit.
Small businesses owners have mode this more complicated than. it needs to be by design. If it's confusing for the customer it's easy to distract them.
It's even been said here by those in support of CC surcharges, if the pricing model is transparent they will lose business were the consumer can find better pricing.

No one forces small businesses to accept CC as payment. They gain access to a much larger pool of customers when they do accept CC. The consumer shouldn't be the only one paying for privilege.

What amuses me is the amount of business who have had two months to adjust their payment processing systems to process debit different from credit and have done absolutely nothing.
They'll violate the legislation, be notified and either then have 30 days how to to figure out how to refund the charge OR eventually incur court costs and additional fines. This train has been coming down the tracks for weeks.
