Practically speaking, the failed public policy in New Orleans created this monster. It would take generations to fix even if there was the willpower to do it - and there isn't.

New Orleans needs Broken Window policing, Stop and Frisk, blight control, massive resource upgrades in the prosecutors office, etc.

it would take things that are to hot politically. Like a real 3 strikes your out, ending welfare and replacing with a mandatory jobs program, holding parents responsible and having juvenile offenders removed from dysfunctional households. The problem would be over in less than one year.

There is a lot of data that suggests broken windows policing doesn’t work, or at least was not the only factor leading to reduced crime under Giuliani.

Step 1: arrest people when they commit crimes.
Step 2: actually prosecute them rather than drop the charges
Step 3: Set higher bail or hold them without bail so they can’t get out of jail and skip their hearing
Step 4: take them to trial and convict them with sentences on the harsher end of what is allowed by law so they’re not let back out on the street at the first opportunity
New Orleans people, unfortunately, elect judges and DA’s that refuse to do steps 2-4 so why should NOPD bother with step 1?

The crime problem does not stem from anything the Mayor does. The issue is the court system. The police know who the repeat offenders are because they lock them up regularly. Probably 90% of violent crime in NOLA is committed by repeat offenders. If the justice system doesn't quit FRICKING around and letting these bums back out onto the street, nothing will change, ever. NOTHING. Period.
