Yes and the same thing goes for everywhere else:
People in high crime areas telling the cops what they know. The stigma against snitching in high crime areas allows criminals to run rampant.

That is exactly what happened in the 90s. Pennington set up police sub stations in the most crime ridden projects. Cops on foot patrol and earning some amount of trust. That policy has been long abandoned. It worked, why not try it again?

Census data single parent households
This data is a little harder to find in more recent years, but even as far back as the mid 90's NOLA was the number 2 (behind NYC) metropolitan area ranked by % of households being single parent. Almost 35% of all households in NOLA in the mid 90s were single parent. It is well established that violent crime increases as single parent households increase.
Unfortunately the trend of single parent households increasing is led by the black community and absent black fathers. This is reinforced by the state/city/fed welfare programs offering free or nearly free housing, food, and other needs to live comfortably. Fathers in NOLA have been replaced by the state. The ones who suffer from this are the kids who grow up in an environment where no one takes responsibility for their actions or lot in life - now we have multiple generations of losers who dont know how to take responsibility for themselves, let alone a family, living in squalor throughout the city. This is how you turn a once thriving and vibrant city into a shite hole.

Do what New York did. People don’t like it but the broken window policy and stop and frisk (while pretty much unconstitutional) work in reducing crime.
Encourage gentrification.
Make the punishments for drug and weapons crime draconian inside the city limits. I don’t mean more laws, I mean stiffer penalties. My dad tells an anecdotal tale about how after Katrina a lot of gang members from NOLA went and started running the same shite in Houston. Law enforcement in houston didn’t frick around like the NOLA one did and charged and tried all of them while keeping them in jail.

The crime issue was relatively under control before the lockdowns started. (at least by NOLA standards).
