The higher ups of any decently sized contractor. Quid pro quo is a laughable term and nepotism is an accepted practice. Theft among the lower end workers is insanely common (from actual property theft to timesheet fixing).

Dont get me wrong there are outfits that fly the straight and narrow but there arent many.

Any craft union is another big purveyor of corruption. The entire union system these days is essentially a MLM scheme except you do manual labor instead of selling leggings.

Health insurance, but I'll amend the question to most people that control that industry. I don't think the line level employees are corrupt.

Really the entire insurance industry.

You do realize altruism and corruption are different things, right?

I can become a lawyer solely to seek personal financial gain, without any particular desire to help people (other than that they pay me for that help), and still be ethical and law abiding.

There is not a single legal industry where I assume most people are corrupt. That is a ridiculous assumption.

Not industrial contractors but road construction definitely have to play the political game, Commercial contractors (buildings and shite) play old boys game.

Every receive a billing statement from a law firm? Lawd have mercy, you have to fight them tooth and nail and document every time you communicate with them and always in writing.

Yes, but usually I'm the one doing the billing. I mean, we get pushed on billing from time to time, but it's usually not a "you're lying" thing, it's a "we send you a shite ton of business give us a break" thing. I also review bills for clients when we use attorneys in other states, and I've never seen a situation where they were lying about communications or whatever.

Overbilling that I witness is more along the lines of big law firms with major corporate clients where associates go "oh I worked from 10-3 on this matter" and bill 5 straight hours like it was constant work. Now usually a partner may cut that back or the client may get a reduction anyway, but that's the only type of billing exaggeration I regularly see. And to be honest, it's often offset by pretty chronic underbilling (which happens more than you'd think).

I feel like I usually saw partners doing this more than associates.
