In Bossier, they have the following mandate detailed on the site for Solid Waste Pickup:
Where and when should I place my cart for collection service?
Roll your cart to the curb, between the sidewalk and street by 6:30 a.m. City Ordinance mandates that carts may be placed at curbside only from 9 a.m. prior to day of pickup through 9 a.m. the day after pickup.
Possibly the city you live has a similar mandate.

This is where talking to your neighbors and getting to know them help.
You never run into him on a walk or see him? Say hi. Don’t even bring it up. Be nice and cordial. Build some cache over a period of time and then bring it up nicely at the right time. I wouldnt mention the cans but trash in your yard is a reasonable ask.

We don’t do this for this very reason. I’m sure my neighbors don’t like me dragging my trash can out at midnight the night before though. Idgaf and don’t have this issue. It’s lazy to keep it by the road 247, put it out, drag it back afterwards. I do have an old lady neighbor who walks in the morning and brings everyone’s can back up. Which is unexpected but nice.

There are few faster ways to make your home life miserable than to get in a fight with your neighbor.
Better get a read on whether you think they are the type of people who can take constructive critizism .
