I don't really think that open container was that big of a deal to the people I know. It was nice to take my drink for the walk down 3rd street. I never tried to bring them into another bar though.
The decline of the scene is the sum of many factors to me. One of those factors is the decline of good live music in the area. When the area became less live bands and more acoustic acts, the crowds suffered. Bands are always the first thing cut for a bar who is loosing money.

While this is true, it's usually not hard to find free street parking downtown at night because the meters aren't enforced after like 6:00pm.

The Roux house hired pretty good bands and always seemed to draw the wedding after parties. Since they closed and that Repeal 33 gastropub concept apparently died, The Register is back to being the Roux House minus any people. I can't understand how that place is still hanging on.

This. Things were really looking up for BR for a while there. The plants and refineries were experiencing a renaissance of expansions, the hospitals were expanding, IBM was investing in the town, new tourism with riverboats, pageants and big competitions and conventions at the River Center. Then, 2016 happened. It started with Alton Sterling and the resulting protests, then the shooting of police officers the following summer, then the flood a few months later, then Broome gets elected right after the flood by campaigning as Kip 2.0 but aligning with a radical racist marxist in the general.
In 2015, BR looked to be a city on the rise. In 2017, it was a city in rapid tailspin.

Even if you cannot find free parking, the 3rd street garage charges a comparatively low fee to park at night.
You can cover all of the 3rd street attractions in less than 5 minutes of walking.

Have you seen the sketchy mofos that walk downtown late at night?
You can call it a lazy excuse, but there’s just not a big enough draw to make the inconvenience worth it when you can roll up and park anywhere else in Baton Rouge.

The entire premise of the open container law being enforced as to killing downtown is grossly exaggerated. Downtown was dying long before the new mayor came in to office.
It's always been dead Sunday to Thursday. The crowds on Friday and Saturday are a trashy mix of north br, Zachary, central, and Walker. Yea what a group to make up your only busy nights.
College kids have no reason to go downtown when they have bars set in stone as the go to places. Post college people have better places by perkins, the overpass, and college/govt. There is no reason to go downtown unless you live there.
Happys has improved drastically, but historically they were a mediocre bar at best
City bar is horrible for most people.
Punchers/whatever it's called is meh
B&T is terrible
Lucy's was terrible along with Lava
Hueys was meh
Schlitz is shitty pizza
The nice bars are hotel bars, blend
