I've been pulled over and never been asked to get out of my vehicle. Why did this cop feel the need to ask them to step out of the vehicle? Seriously, you have to have a legitimate reason.
If a cop comes to my house and asks to look around inside, I'm going to tell him to frick off. He has no reason, nor authority to do this. And I'm sure most everyone else would do the same.

The guy narrating said that the cop had already asked the guy for his ID and he refused. That's probably why he is asking him to get out of the car.

It was probably 30 minutes of the passenger not wanting to talk to them and not rolling down the window.
Why not roll down the window and take the ticket? Passenger escalated and then cops escalated in turn.

In the article it said that he had been given a ticket and the officer refused to accept the ticket as ID. In the US you do not have to produce your "papers" on demand.

If the cop is going to write him a seatbelt ticket he either has to provide some form of identification or he goes to jail.
I'm not familiar with this ticket you are talking about and if this is an appropriate form of ID.

This story was on the national ABC news tonight. The passenger who got tazed got paid by the city but the amount was not disclosed.

Read the article. It says that he told the officer that he had gotten a ticket and thus didn't have his ID. The officer refused to accept the ticket as an ID.
You do not have to produce an ID on demand in the US. This officer is a fricking idiot and a count.

This is all according to the law suit. I'm not saying it's not true, but consider the source.
And some states, Louisiana being one of them, have stop and identify statutes. I don't know if a ticket would be a valid form of identification under that statute, or what a cop could do if he thought he was provided a false name.
