Need to be harder on all crime including misdemeanors. Parish prison in EBR needs to be 2-3x larger and Angola needs to build more cell blocks as well.

I've heard law enforcement people say prison is university for criminals. This should be fairly easy for a criminologist to prove or disprove. My take, if true, is corporal punishment for early offenses and if that doesn't work assume they're inherently criminal and a detriment to society and should be locked up until they're too old to be criminal.
