He should serve serious time. Unfortunately he will just be deported where he can slip back over the border again.
Also, your title makes it sound like they were coming to help people with flood relief, they were coming looking for work, not out of the goodness of their hearts.

If I had just caused that accident and was in the country illegally, I would claim I was a volunteer too.

Lazy, cheap flood victims import illegals to rebuild their houses bc most were too stupid to have flood insurance, stupidity causes crash
