Anyone who hasn't already gotten approved through the 2nd round of PPP funding is either an anomaly or was really lazy in researching who they should have been using for PPP submission. The 1st round was a disaster; the 2nd round falls on the business owner. Yes, it does take a little time to physically get the funds, but anyone who hasn't already been approved likely did a terrible job of applying.

I run a cleaning service that helps mostly medical professionals and the elderly. My incentive to stay closed is safety-- I lack PPE, and supplies are low. I am slowly starting back in Mid May. I sent an email out this morning, and only one person has responded-- so there's the probability that some people do not want me to return yet.

The economy is interrelated which is what concerns people. No reason to be open if your customer is closed

My dad's store has done this as well. They were warned by police that the health department would order them shut down if they didn't close. That fines and arrests could take place if they didn't comply.
So they switched to "appointment only" and advertised it. They follow safety protocols (masks, gloves, etc) but have customers waiting in the parking lot.
He runs a furniture store. Their argument is that people need furniture sometimes, so they must be essential.

Let’s take a local business, Varsity Sports, for example. They have remained “open” but for call-in orders only that they’ll ship out to you or pick up.
No trying on shoes, consulting with Jenny and her staff, etc. There’s rarely no more than 10 people in her stores anyways. But they’d get way more business allowing fittings to take place.
I’m guessing they’ll reopen with this new “clarification”. Since apparently shopping at a non-essential business is considered one of the seven essential activities.
