Iceland, Ireland or Scotland would be my top three. Not very popular with the 13 %ers

Been interested in it as well, Armenia too.
There are some awesome places that I know little about, evidently.

Some of these posters need to realize there are over 20 countries in North America...

Perfect answer, since HI is specifically considered not part of the continental United States, ie isnt on the continent of North America.. although $10 million would not go very far there at all .
Hawaii is politically associated with North America...but isn't scientifically considered part of the continent. Nice loophole. Well played.

Iceland,
Everyone saying Iceland is okay with a country that tests EVERY pregnant woman's fetus for Downs syndrome and if positive it's a mandatory by law abortion? That's some Nazi shite.
For me, probably Chile or Provence.

Costa Rica is still part of North America...so you don't get squat.

Wow, El Salvador, really? It one if the poorest and most dangerous countries in the world. It is ruled by gangs. I'd be scared walking around with $100, much less, $10m.
You could literally live like a king in a tropical paradise and never leave your mansion and have maids/employees wait on you hand and foot all day long on the cheap. Sign me up

Somewhere in the South Pacific, like Fiji.

So do you not live in the US?

If you had asked me 20 years ago, I’d have told you a Mediterranean island off of Italy. But Europe is being swamped by the 3rd world so badly now, that move would be untenable. Europe is lost.
Now? I don’t know where. Australia and New Zealand will end up the same way, sooner or later. Maybe Japan, if they’d give me a Visa.
