Teen unemployment is high because teens don't like to work. There are plenty of teenage jobs around.

I would invest in the reconstruction of marshlands in all of South Louisiana and not just Terrebonne Parish. The whole coast line can use some help. Oh, and tell the Army Corps of Engineers to stop playing god and let some sedimentary flow through the tributaries and not flush out into the gulf from the Mississippi.

Offer to move the people who feel like they are such victims of racism that they cannot succeed in this country, and therefore hate this country, to whatever country of their choice they’d wish to go to.
Then I would give the police force a bunch of money to be able to pay them attractive salaries to draw the best candidates there.
Then I would invest in local businesses to create good paying jobs and boost the local economy, as well as create something to bring Some sort of tourism in.

Buy out all the non-historic district houses and develop them in a manner consistent with the aesthetic/architecture. Do the same for every commercial space.
