Build a new hospital, bulldoze every rent house, improve the roads, and try to attract some king of manufacturing business.

If you consider NOLA my current hometown, I'd do what Dan Gilbert did with Detroit. Buy up a lot, let the city declare bankruptcy, and then come out hot. It worked well in Detroit, which still has problems, but is in a much better place than it was in 2010.

I would build affordable housing and tiny home parks on empty lots. Clean up litter and landscape city property and easements.
