A guy in erath has a 5' levee around his house with a 12" water pump. When the rains came, the 12" pump couldn't keep up, got 5" inside the house, but the water was 3' deep outside the levee, so I guess it sorta worked.

I don't think it filled up. The water line on the house is about 2 ft higher than the levee he built. I believe it was built a couple ft higher than the flood of '83. It worked in '93, not so much last week.

Depends on the state and whether the berm impacts any actual streams, drainage ditches, or existing waterways.
A berm will just flood you, however, unless you also have some serious sump pumps to keep it dry and culverts with backflow preventors. Otherwise, you're just f&%king your own property.

Why pay attention to the berm that's in your neighbors yard when you have a mote in your own?
Moats > berms
Moats > berms

In March flood a guy right down the road from me had a 10 ft high berm around his house. He ended up with 6 ft of water and everyone else around the area had about 2 ft.

I want to say I pass a house in Des allemans on 90 that has one of these. Looks cool.

If it's to the point where your berm is keeping water out, I seriously doubt it would displace enough water to flood your neighbor's house.

You can't do that unless you dig an empty hole of equal size elsewhere on your property, not a pond, to offset what you have done.
You realize you can haul dirt in, right?

A house on Elliot Rd has one. They had sand bags on the driveway during the flood and it looked like it worked.

So how big does the pump need to be to keep up with rain. Say a 200x200 area?
