If you build a permanent berm around your property

I don't think so, simply because of the pandoras box it would open with other potential cases. Everyone could find a reason to sue their neighbor, or even worse, the city.

My aunt and uncle had a neighbor do this to keep runoff from coming into his property. Ended up making his yard flood and he had to remove it

You can't do that unless you dig an empty hole of equal size elsewhere on your property, not a pond, to offset what you have done.

You cannot interfere with natural drainage where I am.

Our neighbor filled in the natural slough so he could mow his entire yard. It now floods my yard.

So I added about a 3 inch gradient on the drainage ditch his treatment plant runs into. So now if it so much as mists, his toilets won't flush.

I was under the impression drainage ditches were on easements from the town/county/city where you are? That blocking one would be akin to clogging a city drain on purpose?

House on Elliot has one setup, can hardly see the house. Looks like it filled up and flooded to the roof this time.

There is a house in MS I pass by often with a 5-6' tall berm around the house. When it floods he closes off the flow in the up and down stream culverts in the ditch in front of his house. He also has a tractor with pump that pumps out any water that gets in. He has been high and dry for many years. He would probably flood every 5-7 years if he didn't build the berm. I think the guy is a farmer and probably did all the dirt work. He has no neighbors close enough to worry about.
