Not with a 100% success rate
And we only have so many missiles to do this with. If Russia did decide to unload their entire nuclear arsenal then some are definitely getting through.

Not 100% true. The Aegis system can do it, but the ships and the interceptor missiles have to be in the right places.

The “break glass” option is to detonate our own nukes in the atmosphere as the MIRVs are re-entering

Zero defense works both ways.
Also, not so sure a few EMPs over the U.S. wouldnt' do more damage than a dozen nukes hitting their target. Our society would go to absolute shite in 24 hours. I'm talking nasty shite.

A US Navy Ohio-class submarine, like those carrying Trident missiles, can carry up to 24 Trident II D5 missiles. While originally designed for 24, some have been deactivated under treaty obligations, leaving each submarine with a maximum of 20 missiles. (we would NEVER cheat)
A Trident II D5 missile is designed to carry up to 12 multiple independently targetable reentry vehicle (MIRV) warheads. However, current treaties and agreements limit this to an average of four or five warheads per missile. (once again, we would NEVER cheat)

Intercepting the missile isn't the issue - except there is little time. The issue is intercepting all the re-entry vehicles.

Hoenstly if it hits D.C. directly, I wouldnt be that upset.
As long as the president and stuff were away, I wouldnt shed one tear.
It would probably solve more problems that create at this point.
