On my top 10,000 things to be concerned about, LV’s Bellagio’s fountains fall just below naming the worms in my garden and just above naming the worms in my neighbor’s garden.

It does seem a little ridiculous to have those fountains in a desert when every other commercial on Vegas tv is about conserving water

I doubt this but even if they are you will be ok. The only feasible reason is pressure from the local government and obviously money. I'll find out when I go home next week
