It was cut, we need to find video. River workers are bound to have something. Show me steel fracturing like that?why 10 bolts on that plate and 200 on the other? Legit curious?

Obviously its because loads through that member are greater in that plane, but a short and simple conceptual answer is: its because the plates on the side are preventing the bridge from wiggling side to side like a snake in the grass and top plates are preventing the up and down wave action. Wiggle loads >>>> wave loads.

Photo taken in 2019 already showing the crack. Apparently the inspections are the responsibility of Arkansas.

It may take a while for things to come out. Bridge inspection reports are suppose to be highly protected. There were even little federal statutes on some saying they were protected from legal discovery.
I just looked to see if the news was still calling it a "crack" and found this interview with an engineer familiar with the bridge. LINK

ArDOT is now stating that during previous inspections drone footage revealed the break. An internal investigation is being conducted now.

For comparison sake, the I-65 bridge just west of Louisville KY (aka Sherman Minton) was closed for two years because they found a crack.
I'm glad I didn't live here when that shite closed down

And it was miserable. Thankfully I didn’t work in Indiana anymore but worked close enough to downtown it was a pain in the arse.
They’re going to be closing down multiple lanes for the new few years for a renovation as well. It’s not a full shutdown but it’s going to cause issues.
