The BBT Park water level was as high as it’s been since tropical storm Allison. It looked like a river . The bridges and swings looked lonely out there.

Water about 9" deep in street in front of my house.
A good 3/4 of my backyard belongs to a bayou right now.

My water level went up fast during that “tornado”.
The wind whipped it up about 3 feet on my patio.
It’s falling now, but that was pretty intense.

It is just the wording they use. 100 year means you have a 0.01% chance of getting that type rain event. But yes they can happen every year and have been.

There was a picture of a gauge on Nextdoor from a home on Kennesaw in Shenandoah that registered 5.95 inches in 1.5 hours.
That is off the charts! Probably a 1000 year rain event.

3.93" of rain at the Essen Lane/Wards Creek Gauge in just 90 minutes this morning. That is a 100 year rain event.
Nah, but not too far off.
4" in an hour is a 100 year event for BR.
