It’s enough to sink a fresh body but not once it bloats. Would take a good bit more than that to keep one from floating.

Yes of course. Coming across a dead body on 2 different occasions happens all the time. He totally did not have a guilty conscience about what he knew.

I remember the first one was an accidental drowning that happened up the river and the body had washed downstream. I talked to him about that one.
The second one, he had started diving in a different area from me, I don't remember the details, but he wasn't involved in any way. Just bad luck.

everyone’s physiology is different but, on average, 15 pounds should be sufficient…

Never, in the history of history has a sunken bucket of concrete in a natural environment built up gasses and floated.

approx. 3.15 actually. Until you mix it... if you mix it heavy at say 16.5 ppg you're going to end up at around 2.0 SG
Cement shrinks as it cures. It is also exothermic which may cause other matter to decay, releasing gasses.
If it is in a bucket that shrinkage may cause an air gap, assuming you even managed to fill the bucket 100% and don't already have an air gap, that will create buoyancy. Add that to the buoyancy of a decomposing body and the gasses contained within it's not so effective. Then you have the issue of the displaced water by volume of something at 2.0 (or 2.4 if you prefer). The lower that SG, the more volume, the more volume, the more water displaced- creating even more buoyancy.
Pro tip: make sure the gut and both sides of the chest cavity (near the lungs) is thoroughly punctured, both intestines, before dumping. The body will still make gas and trap some, but the majority will be in the chest cavity and gut turning it into a balloon.
