He had connections both to Chicago (and, by extension, Cleveland, Kansas City, etc.) and the Five Families of New York (and by extension, their NJ, Philly and Florida branches). He sometimes acted as go between for beefs between the large organizations. He rarely went to war and he never made dangerous enemies within U.S. LCN.
Probably because he was rational, not too greedy, had a more loose organization and a more compliant law enforcement environment within which to work. He owned most police chiefs and New Orleans DAs during his tenure.
Maybe not so much "powerful" as "influential and successful", although certainly he was able to exert power within his spheres of influence.
ETA: Also, it should be noted that, as Marcello got older and faced frequent and prolonged periods of incarceration, the longer he was out of direct control, the weaker and more fractured the New Orleans organization became.

As he was responsible for killing a sitting POTUS, I think he was very powerful.

There’s a story about Marcelo sending Northern mafia guys back to Chicago with broken legs. Wouldn’t say he wasn’t powerful. However, New Orleans was much less organized than New York.

I’m a little on the younger side to remember much. But growing up on the around the areas he’s frequented there were many stories. My grandparents would see him a good bit in the westwego area. Back then that was a busy town. His hands were always in many things. Especially real estate.
