How does one obtain a "key to a city" or a day named in their honor?

Do you just give the city a certain amount of money and they give you a certificate?

No.
Normally, you just have to ask and get someone in the know to pay attention to your request. Is this for your grandmother's 100th birthday? Then call the mayor's office and they will tell you to put your request in writing. Cannot be anything too involved to do. Also, you probably need to have a good reason--100 years in New Orleans, for example.
