Happens frequently in the Marine Corps. At certain points (like just coming off a deployment) I had some squads where the Squad Leaders were E-4s and all their fireteam leaders were E-3s

in theory anyone who is of a higher pay grade can give you a "lawful order" that is to be followed out immediately or as soon as possible depending on if you were already ordered to do something else.
(priority goes in order from the highest pay grade unless mission critical)

that does not mean any order they please nor can they blatantly just frick with you without reason (having a mouth is a reason)

so context is key. depending on branch determines how strictly that letter of the law is enforced.

In the Marines if you are a PFC or Lance and a NCO tells you to do something(that falls within the line of duty)...it is "Aye (rank)" and then do it. Anything extra could result in a charge, remedial action, or some form of discipline.

Didn't ITB/SOI become a B-Billett? I remember always hearing infantry losing Sgts like crazy due to B-Billets. But it is typical to see the same in arty, and standard POG units where teams/sections were understaffed according to typical rank by position.

I've seen CW2s go in on SR NCO's. Those guys don't GAF for the most part.

In regards to seniority

current time in grade/date of rank trumps time in service

current time in grade/date of rank means you were either promoted faster or you werent busted down.

those are usually the only 2 reasons a guy would have more time in service but less current time in grade.

Odds are they were a Senior NCO before if they did that and I doubt it was a CSM, SM, MS, or FSG they got into. It would be pretty ballsy on their part if they went after anyone above a SFC.
