How did cops bust speeders before radar? Just decide they 'look fast'?

Before radar became commonplace in the what..late 70s?..how was this done?
Just a judgement call? Did only egregious speeders get busted? How did a cop determine if a car was going 5, 10 or 15+ over the speed limit?

Andy and Barney can tell a cars speed just by looking, so Im guessing it was just a judgment call back then.

I've been in meeting with councilmen in Louisiana and had them say axe. And yes,v they were white. That's just how they say it around Nola.

By "pacing you" or some shite. Basically getting behind you and looking at their speed.
SO got pulled over & got a ticket years ago by a cop that said he did that.
I got pulled over by an unmarked a month or so ago because he said "I was running 70 and you ran off and left me like I was sitting still".
I was hauling arse. No ticket.
