No idea if they still do it but I got a couple after a plane "paced" my speed via the stripes on 49 after it first opened back in the mid 90's. Hwy was built up so far in the air with no median so the highway patrol had no where to hide so they used planes, when you'd come up on a exit and see a couple sitting on the shoulder you'd know you were screwed.

before radar, people weren't driving very fast anyway.

In addition to the time and distance measurement, some police cars had speedometers that were calibrated and had "certified calibration" certificates meaning the speedometer was certified to be correct. If the cop paced you and said you were going X mph, then it was assumed that was your speed. Of course this was back in the days when the courts trusted the officers word.

Radar certification requires you to pass a test in which you must be able to accurately state how fast a car is traveling, this is done for multiple cars. Speed deviations where +-5 mph if I recall corectly. If you can do that then you are given a radar to confer the actual speed. Certification lasts for 3 years before bieng retested

One method was a specially calibrated speedometer. They would maintain pace some distance behind the driver and record the speed.

VASCAR and time/distance calculations using marks on the road and a stopwatch.
